wavecov: Overlap-Aware Workforce Wave Comparisons

Tools for comparing workforce metric distributions between panel waves using linked stayers, reliability assumptions, or Cauchy bounds. Its purpose is to provide a low-latency alternative to traditional hierarchical or latent-growth modeling that is better-able to scale in cloud based architectures. The mathematics is an extension of rotating panel formulae from the official statistics literature.
