RQK: Rational Quadratic Kriging

Fits the rational quadratic kriging models of Song and Joseph (2026) <doi:10.48550/arXiv.2610.18077> for deterministic and noisy responses using a rational quadratic kernel with anisotropic factor weights. Provides leave-one-out tuning, fast 'C++' prediction routines, and conformal prediction intervals. This work is supported by a U.S. NSF grant DMS-2310637.
