ORCI.Welch: Approximate Odds Ratio Confidence Intervals with Welch's Adjustments

Calculates approximate odds ratio confidence intervals with Welch's adjustments for a given dataset and ranks different odds ratio confidence intervals in terms of multiple metrics based on the dataset given.
