CRAN resubmission fixes

  - Added explicit namespace imports for stats::is.ts() and
    stats::runif().
  - Made the forecast_smo() implementation and documentation agree by
    adding the level argument and forwarding it to forecast::forecast().
  - Documented local.limit, global.limit, and train.prop for fit_smo().
  - Reduced example search settings so that examples complete quickly.
  - Removed the undefined acronym from DESCRIPTION and revised package
    metadata for the resubmission.
  - Added a package word list for established model and accuracy
    acronyms used in the documentation.
  - Added elapsed runtime to the object returned by fit_smo(), as
    documented.
